Requires Board of Transportation members to sign a sworn statement agreeing to comply with disclosure, ethics, and education requirements under G.S. 143B-350 and Chapter 138A of the General Statutes.

Mandates that before each Board of Transportation meeting begins, members must sign a sworn statement certifying they have no financial, professional, or other interest in any project on the meeting agenda.

Requires the Board Chair and any member with a disqualifying interest to take appropriate steps to evaluate and address the conflict of interest in accordance with law.

Prohibits Board members with disqualifying conflicts of interest from acting on matters related to those conflicts.

Codifies provisions from Executive Order No. 2 as recommended by the Joint Legislative Transportation Oversight Committee; effective upon enactment.
