Modifies G.S. 136-211 to change the definition of areas that can be represented by Rural Transportation Planning Organizations (RPOs)

Allows RPOs to include representatives from either three to fifteen contiguous counties OR areas with a total population of at least 50,000 persons (changed from "with" to "or")

Permits noncontiguous counties that are adjacent to the same Metropolitan Planning Organization to form an RPO together

Changes the source for population estimates from the Office of State Planning to the Office of State Budget and Management

Became effective upon passage on June 20, 2012
