Mandates the Board of Transportation delegate authority to the Secretary of Transportation for approving all highway construction projects, construction plans, and awarding highway construction contracts.

Requires the Department of Transportation to develop and implement a strategic prioritization process for selecting transportation projects based on professional standards, data-driven analysis, and multimodal characteristics including local input.

Requires Board of Transportation members to sign sworn statements before each meeting certifying they have no financial, professional, or other disqualifying interests in projects on the agenda.

Strengthens Board of Transportation ethics policy by requiring members to comply with disclosure and ethics requirements under Chapter 138A of the General Statutes and to address conflicts of interest appropriately.

Became effective upon passage on June 26, 2012.
