Replaces the term "State Highway Administrator" with "Chief Engineer" throughout Chapter 136 of the General Statutes, as recommended by the Joint Legislative Transportation Oversight Committee.

Changes the title of the administrative officer of the Department of Transportation for highway matters from State Highway Administrator to Chief Engineer, maintaining the same appointment and removal authority by the Secretary of Transportation.

Updates references to the State Highway Administrator position in provisions related to garbage container permits on highway rights-of-way, secondary road closures and permits, event permits, and Turnpike Authority construction claims.

The Chief Engineer position retains all existing powers, duties, and salary provisions previously held by the State Highway Administrator.

Effective upon passage into law.
