Amends G.S. 136-18 to require the Department of Transportation to develop and utilize a strategic prioritization process for selecting transportation projects.

Mandates the process be based on professional standards designed to efficiently use limited resources for the benefit of all state citizens.

Requires the prioritization process to be systematic and data-driven, incorporating quantitative data, qualitative input, multimodal characteristics, and local input.

Directs the Department to develop a process for standardizing or approving local methodologies used by Metropolitan Planning Organizations and Rural Transportation Planning Organizations in project prioritization.

Becomes effective upon enactment.
