Amends G.S. 136-89.213 to establish that identifying information obtained by the North Carolina Turnpike Authority through toll collection agreements is not a public record and is subject to federal Driver's Privacy Protection Act requirements.

Requires the Authority to maintain confidentiality of all electronic toll collection information, including personal information, financial information, transaction history, photographs, recorded images, and automatic vehicle identification or driver account information.

Permits account holders to examine their own account information for toll collection and enforcement purposes.

Allows inspection and examination of confidential account information only when authorized by proper court order or subpoena.

Effective upon becoming law.
