Amends motorcycle licensing requirements to allow persons age 18+ to obtain endorsements by completing approved safety courses (North Carolina Motorcycle Safety Education Program or Commissioner-approved alternatives) instead of requiring a written/oral test and road test.

Delays implementation of two driver's license changes from July 1, 2012 to January 1, 2013 or 30 days after the Division of Motor Vehicles completes the Next Generation Secure Driver License System, whichever is later.

Replaces the title "State Highway Administrator" with "Chief Engineer" throughout Chapter 136 of the General Statutes related to Department of Transportation functions.

Authorizes the North Carolina Turnpike Authority to enter into reciprocal toll enforcement agreements with other toll agencies, allowing registration renewal blocks for unpaid tolls owed to partner jurisdictions that meet specified due process and reciprocity requirements.

Section 1 becomes effective July 1, 2012; remaining provisions become effective when the act becomes law (ratified June 20, 2012).
