Authorizes the Division of Motor Vehicles to produce a special registration plate bearing the phrase "National Law Enforcement Officers Memorial" and the logo of the National Law Enforcement Officers Memorial.

Establishes an additional fee of $30.00 for the National Law Enforcement Officers Memorial plate, with $10.00 going to the Special Registration Plate Account and $20.00 to the Collegiate and Cultural Attraction Plate Account.

Requires a minimum of 300 applications before the plate can be developed and authorizes quarterly transfers of funds from plate sales to the National Law Enforcement Officers Memorial Fund to support the memorial in Washington, D.C.

Becomes effective July 1, 2012.
