Increases the Memorial Stadium Authority membership from five to seven members, with the seventh member being an ex officio member of the Durham County Board of Commissioners.

Changes the initial appointment structure to appoint two members for two-year terms instead of one member, while maintaining one member each for one-year, three-year, four-year, and five-year terms.

Reduces the appointment term for successor members from five years to four years and limits non-ex officio members to a maximum of eight consecutive years of service.

Designates the Durham County finance officer (instead of treasurer) to serve as the authority's treasurer and requires quarterly operating statements and annual audited statements to be presented to the Board of Commissioners.
