Appropriates $300,000 from the Highway Fund to the Department of Transportation to conduct a comprehensive study on tolling Interstate 95.

Requires the study to analyze economic impacts on residents and businesses along the Interstate 95 corridor and effects on alternative routes, including traffic increases, safety issues, and travel time delays.

Mandates the Department of Transportation conduct a campaign to solicit feedback on tolling proposals from local governments and residents along the Interstate 95 corridor.

Prohibits the Department of Transportation from implementing tolls on Interstate 95 without prior approval from the General Assembly, notwithstanding existing law G.S. 136-89.198.
