Sunset the program for new enrollees on July 1, 2014, but allow retirees who retired before that date while covered under this section and their dependents to continue coverage.

Apply the same federal governmental plan requirements to local government units as existing participants, with the Plan required to admit any unit meeting administrative and legal requirements regardless of claims experience or financial impact.

Extend late premium interest charges (1.5% per month) to local government units, matching provisions previously applied only to charter schools.
