Authorizes the Division of Motor Vehicles to charge a fee to verify documentation of legal presence for applicants seeking shortened-duration driver's licenses, with the fee amount equal to standard license fees.

Requires applicants who fail a road test to pay an additional fee determined by the Division of Motor Vehicles before retaking the test, applicable to both license and permit applicants.

Authorizes the Division of Motor Vehicles to issue special registration plates bearing the seal of the Haliwa-Saponi Tribe of North Carolina to tribal members, contingent on receiving at least 300 applications.

Requires the Department of Transportation to complete the U.S. 401 bypass of Rolesville (the "B" section) by the end of 2015 and the remaining project work in Franklin County (the "C" section) by the end of 2019, with mandatory notification to the General Assembly if project falls behind schedule.

Effective date: July 1, 2012.
