Adds "hearing aid specialist" to the list of healthcare providers that patients have the right to choose under health benefit plans, with the same protections as optometrists, podiatrists, dentists, and other licensed practitioners.

Requires health benefit plans to provide coverage and reimbursement for hearing aid specialist services within the scope of their practice, subject to network provider requirements and utilization review procedures that apply to all providers.

Defines "duly licensed hearing aid specialist" as a person licensed by the North Carolina State Hearing Aid Dealers and Fitters Board pursuant to Chapter 93D of the General Statutes.

Increases the maximum licensing fee for hearing aid specialists from $250 to $500, with the Board authorized to prorate the fee as needed.

Effective July 1, 2012.
