Establishes the Joint Legislative Public Infrastructure Oversight Commission consisting of 24 members including 6 legislators (3 Senate, 3 House), public members with expertise in engineering, planning, contracting, and finance, and representatives from state agencies and professional organizations.

Designates two co-chairs (one from Senate, one from House) with the commission required to meet at least quarterly beginning October 1, 2012, with members receiving travel and subsistence expenses but no salary.

Directs the commission to examine public infrastructure issues statewide and make recommendations to the General Assembly on transportation, water and sewer, public school construction, and broadband services, including identifying funding sources and methods to leverage private capital.

Requires the commission to inventory existing assessments and funding sources, develop a comprehensive statewide infrastructure policy with performance measures, and analyze legislation from other states regarding infrastructure financing.

Appropriates $100,000 from the General Fund for fiscal year 2012-2013 to support the commission's operations.
