Transfer $54,160 from the Special Registration Plate Account to the Spay/Neuter Account to compensate for delayed fee collection.

The Animal Lovers special plate annual fee was increased from $20.00 to $30.00 effective October 1, 2010, with the increase going to the Spay/Neuter Account.

The Division of Motor Vehicles did not begin collecting the increased fee until May 25, 2011, resulting in an estimated $54,160 in lost revenue to the Spay/Neuter Account.

Transferred funds are to be used for purposes authorized under G.S. 19A-62(b).

The act is effective when it becomes law.
