Establishes a Joint Legislative Study Committee on Grandparents' Visitation Rights and Child Custody consisting of 10 members (5 senators and 5 representatives).

Committee shall study North Carolina's current laws on custody, visitation, and grandparents' rights, including health-related factors in custody determinations.

Committee shall review legislation from other states addressing grandparents' visitation rights and health factors in custody decisions.

Committee shall examine circumstances for granting grandparent visitation rights, whether such visitation should be supervised, and the role of custodial parent health in custody determinations.

Committee must submit final findings and recommendations to the 2013 General Assembly before it convenes and shall terminate upon filing its report.
