Reduces North Carolina Commission on Workforce Development membership from 38 to 25 members effective January 1, 2013, with decreased representation from business/industry (18 to 13 members) and other sectors.

Expands Commission duties to include annual comprehensive reporting on workforce development initiatives, evaluation of program performance across multiple state agencies, and development of a memorandum of understanding reviewed every five years.

Establishes JobLink Career Center requirements including staff cross-training, technology integration, partnership with community colleges, and online presence; requires revised memorandum of understanding by July 1, 2013.

Creates Joint Legislative Workforce Development System Reform Oversight Committee with 16 members (8 from Senate, 8 from House) to monitor workforce development system reforms, performance measures, and technology integration through 2015.

Modifies common follow-up information management system to track performance measures across workforce programs in Commerce, Health and Human Services, Community Colleges, Administration, and Public Instruction departments.
