Removes requirement for local boards of education to certify annual compliance with personal education plans for at-risk students to the State Board of Education.

Consolidates school discipline and violence reporting into a single annual March 15 report to the Joint Legislative Education Oversight Committee on acts of school violence, dropouts, corporal punishment, suspensions, expulsions, and alternative placements.

Repeals multiple standalone reporting requirements for innovative high school programs and creates a new consolidated annual report (by January 15) evaluating Career and College Promise Programs in collaboration with university and community college boards.

Eliminates State Board of Education's requirement to develop evaluations and recommendations on professional development programs for public school employees and removes related reporting deadlines.

Repeals reporting requirements related to DWI vehicle forfeiture, mentoring services funding, disadvantaged student supplemental funding, plant operation funding, and dropout prevention grants.
