State of North Carolina shall immediately terminate its 99-year lease of the Indian Cultural Center property in Robeson County and repossess the land from the North Carolina Indian Cultural Center, Inc. (NCICC).

NCICC breached lease obligations including failure to maintain the property, failure to provide required fire and insurance coverage, and obstruction of state access to the adjacent Riverside Golf Course.

Department of Administration shall dispose of the repossessed property while attempting to preserve its use for Native American arts, crafts, history education, public recreation, and economic development.

Property disposition under this act shall not require Governor or Council of State approval.

Amends the statutory recognition of the Lumbee Tribe of North Carolina to acknowledge their status as an American Indian Tribe with recognized tribal governing body eligible for special federal programs and services.
