Adds "housing assistance" as a protected category under North Carolina's fair housing act, defining it as subsidies for rental housing for households with members age 62 or older or eligible for government-funded disability programs like veterans benefits or social security disability.

Prohibits discrimination in real estate transactions, residential real estate related transactions, and land-use decisions based on receipt of housing assistance, alongside existing protections for race, color, religion, sex, national origin, handicapping condition, and familial status.

Creates an exception to housing assistance protections if the subsidy is not authorized for the transaction within 14 days of the landlord's approval of the tenant.

Applies the new protections to exceptions previously listed in the fair housing act, including religious organizations and private clubs that may give preference based on other criteria.

Takes effect October 1, 2011, and applies to actions taken or not taken on or after that date.
