Authorizes the City of Sanford to sell, exchange, or transfer real property listed on the inactive hazardous waste site list through public or private sale if it advances Council-adopted economic development, transportation, urban revitalization, community development, or land-use plans.

Allows the City to attach covenants, conditions, or restrictions to property transfers and to set consideration based on restricted use resulting from such conditions.

Requires City Council to adopt a resolution authorizing any conveyance, with notice published in a newspaper at least 10 days prior describing the property, interest to be conveyed, and material transaction terms.

Mandates the City solicit sealed bids through newspaper advertisement in Lee County or electronic means at least three times and at least 10 days before each bid opening, with no minimum sale price required, before disposing of property through negotiated private sale.

Authority applies only to the Whitten Roberts site and only to the City of Sanford.
