State of North Carolina conveys the former Cleveland County Correctional Facility (approximately 13.25 acres) to the Board of Trustees of Cleveland Community College for $1.00, with a reversionary interest reserved if property is not used for educational purposes consistent with the North Carolina Community College System mission.

State conveys the former Haywood Correctional Center (2.2447 acres at 208 Welch Street, Waynesville) to the Haywood County Board of Commissioners for $1.00, with a reversionary interest reserved if property is not used for county government purposes.

Both conveyances are "as is, where is" with no state warranties regarding title, boundaries, zoning, ordinances, or physical, environmental, health, and safety conditions; all conveyance costs borne by the receiving entities.

Both conveyances are exempt from Article 7 of Chapter 146 of the General Statutes but must comply with Article 16, excluding G.S. 146-74.

Sections 1-3 (Cleveland County transfer) become effective July 1, 2014; remaining sections (Haywood County transfer) become effective January 1, 2013.
