Expands public records exemption from parks and recreation programs to all local government programs for identifying information of minors in eight Wake County towns (Cary, Garner, Knightdale, Morrisville, Rolesville, Wake Forest, Wendell, and Zebulon).

Protects the following minor participant information from public disclosure: name, address, age, date of birth, telephone number, parent/guardian name or address, email address, and other identifying information on program applications or records.

Requires county, municipality, and zip code of residence to remain public records while redacting the protected identifying information.

Creates an exception allowing names of minors who received local-government-funded scholarships or financial awards to remain public records.

Clarifies that the protected information is not classified as confidential, only exempt from public records disclosure requirements.
