Authorizes the towns of Topsail Beach, Surf City, and North Topsail Beach to condemn and remove especially dangerous buildings and structures on ocean and estuarine public trust beaches within their jurisdictions under existing city condemnation statutes (G.S. 160A-426 through 160A-432).

Limits municipal authority to only those actions addressing structures that are especially dangerous to life due to ocean or estuarine water damage, excluding mere nuisances or convenience-based public health measures.

Prohibits municipalities from using liens to change or effect state title to beaches or to interfere with public trust rights of North Carolina citizens.

Requires municipalities to serve the Attorney General in any civil action brought under this act and allows the State to intervene to protect public trust rights.

Preserves the State's authority to enforce public trust rights and prohibits municipalities from adopting ordinances that conflict with state or federal law or interfere with public trust rights.
