Removes Halifax County Tax Office Parcel ID 1201473 from the City of Roanoke Rapids corporate limits, reversing its annexation under S.L. 2005-9, effective June 30, 2013.

Grants the City of Roanoke Rapids authority to exercise Article 19 powers in the deannexed area.

Expands Halifax-Northampton Regional Airport Authority powers to own property jointly with public and private parties, lease as lessee or lessor, and finance airport facilities for commercial, industrial, manufacturing, and cargo operations.

Removes restrictions limiting airport authority powers to only lands within Halifax and Northampton Counties, allowing broader operational authority.

Repeals Section 4(a)(12) of the original 1997 airport authority legislation.
