Honors the life and memory of James Summers "Jim" Forrester, Sr., MD, a North Carolina State Senator who served from 1991 to 2011 and held positions including Senate Minority Whip, Republican Leader, and Deputy President Pro Tempore.

Recognizes Forrester's medical career operating a family practice in Stanley, NC for 46 years, his 34-year military service with the North Carolina Air National Guard (retiring as Brigadier General), and his community service leadership in six counties (Catawba, Cleveland, Gaston, Lincoln, Iredell, and Rutherford).

Acknowledges his educational credentials including a Bachelor's degree from Wake Forest University (1958), medical degree from Bowman Gray School of Medicine (1962), and Master's degree in Public Health from UNC-Chapel Hill (1978).

Extends sympathy to his surviving family: wife Mary Frances (51 years of marriage), four adult children including two physicians, one sister in Scotland, and eight grandchildren.

Directs the Secretary of State to transmit a certified copy of the resolution to Forrester's family; effective upon ratification on June 26, 2012 (Forrester died October 31, 2011, and was interred at Arlington National Cemetery on March 26, 2012).
