Designates March 30 of each year as "Welcome Home Vietnam Veterans Day" in North Carolina to honor Vietnam War veterans.

Encourages state agencies, local governments, and citizens to observe the day with ceremonies and activities recognizing Vietnam veterans' service and contributions.

Acknowledges that Vietnam veterans were often unfairly criticized for policy decisions made by presidential administrations and did not receive proper recognition upon returning home.

Promotes awareness of veterans' faithful service during the war and their contributions to communities since returning, and encourages support for their readjustment to civilian life.

Encourages Vietnam veterans to assist younger veterans returning from Iraq and Afghanistan with rehabilitation and reintegration into civilian life.
