Amends G.S. 132-1.4(c) to permit release of 911 and emergency telephone call contents as written transcripts or altered voice reproductions to protect caller identity.

Prohibits release of the caller's natural voice, name, address, telephone number, or other identifying information about the caller, victim, or witness.

Requires that original, unaltered 911 recordings be provided under legal process for use as evidence in civil or criminal proceedings.

Allows law enforcement agencies to redact or alter identifying information while still making call contents available to the public.

Effective upon enactment, ratified June 17, 2011, and approved June 27, 2011.
