Removes the geographic restriction that prevented the Southeast Extension of N.C. 540 from being located north of a protected corridor established by the Department of Transportation in 1995, except near Interstate 40 East.

Reclassifies the Southeast Extension as a separate project from the Triangle Expressway and Western Wake Freeway, making it the third distinct component of the overall project.

Directs the Department of Transportation to expedite the federal environmental impact statement process for the Southeast Extension by consulting local officials, accelerating state studies, and submitting permit applications promptly.

Requires the Joint Legislative Transportation Oversight Committee to monitor progress on the Southeast Extension project as part of its transportation oversight duties.

Takes effect only if House Bill 817 from the 2013 Regular Session becomes law.
