Creates a presumption that hypertension, heart disease, respiratory disease, cancer, hepatitis, and HIV are occupational diseases for firefighters employed by units of local government covered under the workers' compensation act.

Establishes eligibility requirements: firefighters must have either (1) passed a physical exam upon hire with no evidence of occupational disease and completed at least 5 years of service, or (2) had no required physical exam upon hire and completed at least 5 continuous years of service by January 1, 2013.

Shifts burden of proof to the unit of local government to demonstrate by preponderance of evidence that cancer, heart disease, hypertension, or respiratory disease was caused by something other than the firefighter's occupation.

Applies only to paid, partially paid, or volunteer firefighters of units of local government.

Applies to workers' compensation claims filed on or after the bill's effective date.
