Authorizes the City of Belmont and North Carolina Department of Transportation to enter into a lease agreement for interim public recreation use of a portion of the former Belmont Branch of the Piedmont and Northern railroad right-of-way.

Specifies the leased corridor extends from State Road 2093 (Railroad Milepost SFF 1.56) to Glenway Street (Railroad Milepost SFF 3.13).

Requires the City of Belmont to examine title, identify all property owners with interests in the corridor, include all such owners as parties to the lease, and hold a public hearing with notice to abutting property owners.

Mandates the City of Belmont assume all development costs and management, security, and liability responsibilities, and requires adjacent property owners receive voting representation in any organization delegated management responsibilities.

Requires the Department of Transportation to determine no rail service will be needed for at least 10 years and establishes lease terms allowing resumption of active rail use while maintaining the corridor for railroad purposes.
