Restructures the Stanly County Board of Commissioners from its current form to seven members: five elected from single-member districts and two elected at large, each serving four-year terms.

Restructures the Stanly County Board of Education to seven members with the same composition: five from single-member districts and two at large, each serving four-year terms.

Establishes staggered election schedules with District 1 and one at-large seat for commissioners elected in 2014 and every four years thereafter, while District 5 and one at-large seat are elected in 2016 and every four years thereafter; reverse schedule for the Board of Education.

Specifies five election districts with detailed voting tabulation districts (VTDs) and block-level boundaries for both boards, with district boundary lines required to remain identical between the two boards.

Allows the Stanly County Board of Commissioners to revise election districts following the 2020 Census and each subsequent Census thereafter.
