Reenacts special registration plates that expired on July 1, 2013, with new expiration date of October 1, 2014, if required applications are not received by Division of Motor Vehicles.

Establishes minimum paid application requirements before legislative approval: 300 applications for standard background plates and 500 applications for non-"First in Flight" background plates.

Creates new filing process requiring applicants to submit Special Registration Plate Development Applications by February 15 each year, with Division reporting qualified applicants to General Assembly by March 15.

Requires applicants to submit final plate artwork and purchaser list within 60 days after legislation approves the plate, or authorization automatically expires.

Adds 4 new special registration plate themes (Native Brook Trout, Red Drum, S.T.A.R., and Alpha Phi Alpha) authorized on non-"First in Flight" backgrounds.
