H1011 - Government Reorganization and Efficiency Act

• Eliminates 11 state boards and commissions including the Lottery Oversight Commission, Small Business Contractor Authority, Committee on Dropout Prevention, Center for Nursing, and Board of Correction.

• Reorganizes the Coastal Resources Commission from 15 to 13 members, with 8 appointed by the Governor and 5 appointed by the General Assembly, and reduces the advisory council from 45 to 20 members.

• Restructures the Environmental Management Commission from 13 to 15 members with expanded General Assembly appointment authority and implements ethics requirements under the State Government Ethics Act.

• Modifies the Industrial Commission to 6 commissioners serving four-year staggered terms subject to General Assembly confirmation, and changes the North Carolina Turnpike Authority board to be comprised entirely of the existing Board of Transportation.

• Adjusts membership and term lengths for multiple boards including Wildlife Resources Commission, State Board of Education, Lottery Commission, Board of Transportation, and Dietetics/Nutrition Board to streamline governance.
