Adjourns the 2013 regular session on Friday, July 26, 2013, with reconvening scheduled for Wednesday, May 14, 2014, at 12:00 noon.

Limits matters considered upon reconvening to 15 categories including state budget bills, constitutional amendments, bills from 2013 that passed third reading, and implementation of commission recommendations.

Requires budget bills to be submitted by 4:00 P.M. Friday, May 16, 2014, and introduced by 4:00 P.M. Tuesday, May 27, 2014.

Permits the Speaker of the House and President Pro Tempore of the Senate to authorize committee meetings during the interim to review budget matters, prepare reports, and address other appropriate issues.

Allows consideration of redistricting bills, election law bills, veto override bills, local bills, pension system bills, and matters authorized by two-thirds majority joint resolution during the reconvened session.
