Requires the State Board of Education to establish and utilize performance indicators to measure efficiency and effectiveness of the driver education program, with interim report due October 1, 2014 and final report by March 15, 2015.

Mandates the Department of Public Instruction and Division of Motor Vehicles to develop and implement a follow-up information management system by March 1, 2015 to track current and former driver education participants up to age 22, including their driver's license success rates, traffic violations, and accidents.

Directs the Department of Transportation to study feasibility of delivering driver education through electronic means, with interim report due December 1, 2014 and final report by March 15, 2015.

Requires the School of Government at the University of North Carolina at Chapel Hill to establish standards for conducting and completing pilot projects requested by the General Assembly by March 1, 2015, applicable to all state departments and agencies.

Authorizes the Department of Transportation to withhold up to 10% of state driver education funds from school districts that fail to submit required data for the follow-up information management system.
