Establishes the North Carolina Virtual Public School (NCVPS) program within the Department of Public Instruction to provide e-learning course offerings, particularly for students in rural and low-wealth counties, and consolidates state-funded e-learning opportunities.

Waives tuition for nonpublic school students to enroll in a maximum of two NCVPS courses per school year; additional courses beyond two require students to pay tuition at the state board-established rate.

Creates an allotment formula for NCVPS funding based on per-course teacher payments and per-student fees, with 75% of projected instructional costs initially transferred from classroom teacher allotments and adjustments based on actual enrollment.

Establishes a $2,000,000 NCVPS enrollment reserve fund to cover instructional costs for students whose enrollment exceeds projections, including nonpublic school students, Department of Defense schools, and Bureau of Indian Affairs schools.

Appropriates $2,655,000 in recurring general funds for fiscal year 2014-2015 to support increased enrollment by nonpublic school students and their tuition waivers.
