Creates the Charlotte Regional Airport Authority as a body corporate and politic to develop, operate, and maintain airports and related facilities within Mecklenburg County.

Establishes an 11-member governing board appointed by Charlotte City Council, the Mayor of Charlotte, county commissioners of Mecklenburg, Cabarrus, Gaston, and Union counties, the Speaker of the House, the President Pro Tempore of the Senate, the Governor, and two at-large members with aviation experience.

Grants the Authority broad powers including ability to purchase/lease property, charge fees for airport use, issue revenue bonds, employ staff, and operate airport concessions such as restaurants, rental car services, and hotels.

Requires the City of Charlotte to transfer all its right, title, and interest in Charlotte Douglas International Airport to the Authority within 90 days of enactment, including all property and liabilities.

Prohibits the Authority from levying taxes, using eminent domain except when required by federal law (and only with joint approval of all nine appointing authorities), or pledging the credit of the counties or city.
