Reestablishes a preliminary approval process for charter schools allowing applications to be submitted to either local boards of education or boards of trustees of UNC constituent institutions, with the State Board of Education retaining final approval authority.

Requires preliminary chartering entities to act on applications received before November 1 by February 1 of the following year, with the State Board making final decisions by June 15.

Allows applicants whose applications are disapproved by a preliminary chartering entity to appeal to the State Board of Education by February 15, with the State Board reviewing the appeal by April 15.

Grants preliminary chartering entities the authority to participate in five-year reviews of charter school operations, receive annual reporting from charter schools, and initiate termination or non-renewal of charters subject to State Board approval.

Effective beginning with the 2014-2015 school year and implements recommendations from the Joint Legislative Program Evaluation Oversight Committee.
