Requires the North Carolina Charter Schools Advisory Board to provide written initial recommendations on charter applications with specific factual support for any denial recommendations.

Grants applicants 10 business days to respond in writing to initial denial recommendations and allows applicants to request the opportunity to address the Advisory Board at its next scheduled meeting.

Requires the Advisory Board to issue a final written recommendation with specific factual support and grants applicants 10 business days to submit written information to the State Board and petition for a hearing in the State Board's discretion before final approval.

Requires the State Board of Education to adopt rules governing all aspects of charter school operation including timelines, standards, criteria for application approval, monitoring, and grounds for charter revocation.

Moves the charter application decision deadline from January 15 to June 15 of each calendar year and allows applicants to appeal State Board denials through contested case proceedings in the Office of Administrative Hearings.
