Changes the Averasboro Township Tourism Development Authority from 7 to 9 members, including 3 hotel/motel/bed and breakfast operators appointed by the Authority and 2 individuals active in tourism promotion (one appointed by the Authority, one appointed by the Dunn Area Chamber of Commerce).

Modifies the distribution of occupancy tax proceeds from quarterly to monthly remittance to the Tourism Development Authority.

Expands the Authority's duties to include financing tourist-related capital projects in Averasboro Township, in addition to existing responsibilities for promoting travel, sponsoring events, and operating facilities.

Changes the Finance Officer designation from Harnett County to the City of Dunn to serve as ex officio finance officer of the Authority.

Effective upon ratification, with application to occupancy tax distribution on or after October 1, 2014, or the date specified in a resolution adopting these changes.
