Requires the Department to post State Plan Amendments on its website at least 10 days before submitting to federal government and notify the Joint Legislative Oversight Committee on Health and Human Services and Fiscal Research Division, with amendments remaining posted until approval, rejection, or withdrawal.

Mandates State Plan Amendments be submitted to the federal government at least 90 days prior to the effective date when changes are required by General Assembly legislation, regardless of later federal submission deadlines.

Requires public notices under federal regulation 42 CFR 447.205 to be posted on the Department's website in addition to other required federal postings, with notification to the General Assembly and Fiscal Research Division.

Updates terminology in reimbursement provisions from "Health Care Financing Administration" to "Centers for Medicare & Medicaid Services (CMS)."

Consolidates notice requirements for reimbursement amount changes under State Plan Amendment procedures rather than duplicating notices under separate statutes.
