Requires occupational licensing boards to issue licenses to military-trained applicants whose military occupational specialty training, testing, and experience are substantially equivalent to or exceed state licensure requirements, provided they have practiced in the occupation for at least 2 of the 5 years before application.

Enables occupational licensing boards to issue licenses to military spouses holding current licenses from other jurisdictions with equivalent requirements, if they demonstrate competency and have 2 of the 5 years recent experience.

Mandates occupational licensing boards notify applicants within 30 days if military training or experience does not meet requirements, specifying the criteria or requirements not satisfied and the basis for the determination.

Requires occupational licensing boards to publish documents listing specific licensure criteria and which requirements are satisfied by military training or experience, and to consult with military training offices by September 1, 2014.

Directs the UNC Board of Governors and State Board of Community Colleges to develop a uniform plan for granting course credits based on military training or experience, with reports due September 1, 2014 and a final plan due January 1, 2015.
