Restores the State Board of Education's authority to waive school opening and closing date requirements for educational purposes, allowing local boards flexibility to modify calendars for specific schools or programs.

Defines "educational purpose" as accommodating special programs offered to a school's student body, schools serving special populations, or defined programs within schools, provided the purpose is reasonable and necessary.

Prohibits using educational purpose waivers to accommodate systemwide class scheduling preferences or to circumvent established opening and closing date requirements.

Takes effect upon passage and applies beginning with the 2015-2016 school year.
