Requires the Commission for Public Health to adopt rules establishing follow-up protocols for infants diagnosed with congenital heart defects, including telemedicine options for treatment support.

Mandates the Commission create a tracking system for pulse oximetry screening outcomes linked to the Birth Defects Monitoring Program to monitor both process and results.

Authorizes the Commission to adopt alternative screening methodologies for critical congenital heart defects if FDA-approved and scientifically accepted.

Maintains the existing $19.00 fee for laboratory tests under the Newborn Screening Program to offset program costs.
