Authorizes the Department of Health and Human Services to contract with North Carolina Cooperative Extension to implement the Supplemental Nutrition Assistance Program Education (SNAP-Ed), subject to USDA approval.

Establishes priority order for contracting: first with North Carolina Cooperative Extension (sole source, multiyear, up to 3 years); second with NC State University in coordination with NC A&T State University (sole source, multiyear, up to 3 years); third with other USDA-approved entities.

Permits contracted entities to subcontract with other organizations to implement SNAP-Ed.

Requires any entity with a sole source contract to report to the House Agriculture Committee by October 1, 2015, including contract terms, subcontractor agreements, advisory committee details, and outreach expansion efforts.

Sets effective date as upon enactment, with DHHS directed to enter a contract by October 1, 2014, but no later than October 1, 2015.
