Honors the life and memory of Robynn Lowe Spence, who passed away on February 16, 2014, at age 46.

Recognizes Spence's career service including work in Mecklenburg County and Rutherford County clerk offices, sheriff's office, and department of social services from 1990 to 2008.

Acknowledges that Spence was elected as Rutherford County Clerk of Court in 2008, becoming the county's first female Republican Clerk of Court.

Notes Spence's active membership in the Rutherford County Republican Party and Big Springs Baptist Church in Ellenboro.

Extends the House's sympathy to her surviving family members: daughters Savanna Spence and Britt Nabors, sister Nikki Floyd, brother Brett Lowe, and fiancé Chadd Murray.
