Modifies the vacancy filling procedure in G.S. 160A-63 for the Town of Tabor City to allow full terms and unexpired terms to be filled in the same election on the same ballot.

Establishes that candidates receiving the highest votes equal to the number of full terms shall be elected to those full terms, and candidates with the next highest votes equal to the number of unexpired terms shall fill the remainder of those unexpired terms.

Applies only to the Town of Tabor City.

Effective upon becoming law and expires December 31, 2013.
