State Board of Education must develop a process for local school districts to annually identify enrolled military-connected students through the Uniform Education Reporting System beginning with the 2015-2016 school year.

Military-connected student is defined as a student whose parent, step-parent, sibling, or other household member serves in the active or reserve components of the Army, Navy, Air Force, Marine Corps, Coast Guard, or National Guard.

Identification data for military-connected students is not a public record and cannot be made public except as permitted under the Family Educational Rights and Privacy Act (FERPA).

Military-connected student identification cannot be used to determine school achievement, growth, and performance scores.

School principals must develop means to serve the unique needs of military-connected students as identified through the reporting system.
