Directs the State Board of Education to conduct a comprehensive review of English Language Arts and Mathematics standards during 2014-2015 and replace current standards with ones determined to be at least as rigorous, age-appropriate, and reflective of North Carolina's priorities.

Establishes the Academic Standards Review Commission with nine members appointed by legislative leaders, the Governor, and State Board of Education to review and recommend changes to English Language Arts and Mathematics standards and report findings by March 15, 2015.

Removes Common Core copyright and references from North Carolina's Standard Course of Study to preserve state sovereignty over academic standards and prevents state officials from entering agreements that cede control over standards development to federal agencies or private entities.

Prohibits the State Board from adopting Smarter Balanced or PARCC assessments and requires legislative approval before acquiring new assessment instruments; allows only nationally normed assessments like SAT, ACT Aspire, or NAEP.

Prohibits collection and sharing of personally identifiable student data regarding religion, political affiliation, biometric information, psychometric data, or voting history, and forbids collecting student data for commercial product development.
